Prime Minister Joseph Muscat is in Brussels for a summit of EU leaders.

The EU leaders will dedicate a first working session to digital economy, innovation and services. With regard to the digital economy, three main areas will be covered: promoting new investments, developing a consumer and business-friendly Digital Single Market and improving skills.

"A truly single digital market would make a considerable contribution to growth and job creation in our countries, and will be vital for Europe to regain a global lead in these sectors", said Herman Van Rompuy in his invitation letter to heads of state and government.

The next focus will be on economic and social policy issues and the economic and monetary union (EMU). Leaders will evaluate progress on youth employment, financing of the economy, in particular as concerns SMEs, and regulatory fitness. In taking stock of progress on the further development of EMU, emphasis will be put on the banking union, strengthened economic policy coordination and the social dimension.

On Friday morning, the European Council will look at preparations for the Eastern Partnership summit that will be held in Vilnius, Lithuania, on 28-29 November. It will also address the issue of migratory flows following the recent tragic events in the Mediterranean.

Barosa is reported to have said that , with regard to illegal immigration from Africa, there is no immediate solution. This means there is no near solution to the tragedies of recent weeks AND the Med. Sea will continue to be a cemetery. In that case, Mr Baroso, if as Head of the EU Commission you are so incapable of a doable and immediate solution after so many years at the helm of the EU Commission, the immediate solution is for the Council of Heads of Government to ask for your immediate resignation for such a callous statement from you, exposing your utter incompetence.
